PLLO credits 19th Congress for advancing Marcos legislative agenda

Congress has performed “very good” in passing President Ferdinand Marcos Jr.’s priority measures, according to Secretary Mark Llandro Mendoza, presidential adviser on legislative affairs and head of the Presidential Legislative Liaison Office (PLLO).

“Around 70-75% of the President’s priority measures were passed this Congress,” Mendoza said in an interview Tuesday.

“All of the Legislative-Executive Development Advisory Council (LEDAC) and Common Legislative Agenda (CLA) measures, the high-impact bills, have been approved,” he added.

Mendoza praised the strong collaboration between lawmakers, emphasizing that despite some pending measures—such as those on land use and single-use plastics—the 19th Congress has made significant strides in advancing key policies.

“We have a report on this, which is open for access. I can provide a copy of all the bills that passed and those still pending,” Mendoza said.

Mendoza, however, downplayed expectations for the post-election session, commonly referred to as the “lame-duck” period, stating that most of the measures passed during this time were local bills.

“Most of the bills passed in that session are local measures. I don’t expect any more LEDAC measures to be enacted because most of them have already been addressed. Others will just be refiled for the 20th Congress,” he said.

With the midterm elections approaching, Mendoza emphasized the effectiveness of the current Congress, noting a high level of collaboration between the majority and minority blocs.

“In fairness to the 19th Congress, both the majority and minority cooperated well,” Mendoza said.

“The setup has been good, and the inputs from the minority have been considered. There was give and take, and overall, things have gone smoothly,” he added.

Asked on the overall performance of Congress, Mendoza stated: “Very good. The relationship between the two chambers has been positive, leading to the successful passage of many priority bills.”
