OPAPRU, Tawi-Tawi LGU sign into normalization program

The Province of Tawi-Tawi joined the Localizing Normalization Implementation (LNI) initiative led by the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU).

This milestone was formalized on Tuesday with the signing of a Memorandum of Agreement (MOA) between OPAPRU Secretary Carlito G. Galvez Jr. and Tawi-Tawi Governor Yshmael “Mang” Sali.

The event marks a new chapter in the province’s efforts to contribute to the national government’s mission of achieving sustainable peace in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The LNI initiative represents a localized approach to the national normalization program, a critical component of the broader Bangsamoro peace process.

Anchored in socio-economic development, confidence-building measures, and transitional justice, the LNI seeks to uplift the lives of former combatants and their families while transforming conflict-affected areas into peaceful, resilient, and productive communities.

Tawi-Tawi is the fifth province in BARMM to implement this initiative, joining Basilan, Maguindanao del Norte, Lanao del Sur, and Lanao del Norte.

Secretary Galvez described the LNI’s launch in Tawi-Tawi as a “major leap forward” for the province, highlighting its critical role in shaping a peaceful future for the southernmost part of the country.

The program, funded by an allocation of P8.1 million, aims to address the root causes of conflict by fostering inclusive governance, promoting economic opportunities, and ensuring the provision of basic services.

Under the MOA, both OPAPRU and the Tawi-Tawi provincial government have distinct yet complementary roles in ensuring the success of the LNI.

OPAPRU will oversee the program’s implementation, coordinate with various agencies, and provide financial and logistical support.

Additionally, it will work to mobilize resources from local and international donors to sustain the initiative.

Meanwhile, the Tawi-Tawi Provincial Government will lead the on-the-ground execution of projects, including socio-economic development programs and camp transformation efforts.

It will also conduct public information campaigns and facilitate consultations with local communities to ensure that the program is inclusive and aligned with their needs. 

The provincial government will collaborate closely with the Armed Forces of the Philippines (AFP) to address security concerns such as rido (clan feuds) and promote stability in the region.
