CHR condemns fatal attack on 15-year-old blamed on youth leader

The Commission on Human Rights (CHR) on Tuesday condemned the brutal physical violence supposedly committed by a youth official from the Sangguniang Kabataan (SK) and his accomplice that led to the tragic death of a 15-year-old. 

“The CHR in the National Capital Region has launched a motu proprio investigation to address the matter,” it said. The Commission called on local government authorities and the Philippine National Police to conduct a thorough and impartial investigation into the incident.

“Furthermore, we call upon the Department of the Interior and Local Government to take cognizance of the elected SK official’s alleged involvement, ensuring that accountability is pursued and due process is observed,” it said.

“The Commission stands ready to extend any possible assistance to the family of the victim in the pursuit of justice. We also reiterate our commitment to upholding the rights and protection of every Filipino, especially those who are vulnerable, marginalized and disadvantaged,” it added.

The incident was captured on closed-circuit television showing the victim being chased, cornered, and repeatedly beaten, resulting in severe injuries that ultimately led to his death despite immediate medical intervention.

“The senseless loss of a young life under such circumstances is deeply alarming and raises serious concerns, particularly given that one of the accused perpetrators is an elected official and youth leader in the community,” the Commission said.

Under Section 389 of the Local Government Code, barangay officials, including those in the SK, are mandated to promote the welfare of their constituents, ensure peace and order, and uphold the dignity and rights of the people.

This mandate extends to their personal conduct and the example they set, especially as youth leaders entrusted with guiding and serving their community.
