Carlos new National Security Adviser, Estrella to DAR

President-elect Ferdinand “Bongbong” Marcos Jr. has announced two more incoming members of his Cabinet—retired University of the Philippines professor Clarita Carlos as National Security Adviser and former ABONO party-list Rep. Conrado Estrella III Agrarian Reform secretary.

Carlos previously served as president of the National Defense College of the Philippines while Estrella is one of the Deputy Speakers of the House of Representatives in the 18th Congress.

Carlos is a noted political science professor who has authored many books and papers on politics, governance, defense and security, and foreign policy.

Estrella is the grandson of the late Conrado Sr., who served as Agrarian Reform Minister of the late President Ferdinand Marcos Sr.

“They accepted the offer to become new members of the Cabinet,” the camp of Marcos Jr. said in a statement after the President-elect met with Carlos and Estrella for nearly two hours at the BBM headquarters in Mandaluyong City.

Earlier, incoming Presidential Communications Operations Office Secretary Trixie Cruz Angeles said Marcos Jr. is also considering the appointment of House Deputy Speaker Rodante Marcoleta, Karen Jimeno and newspaper columnist Rigoberto Tiglao for Cabinet posts.

“We can confirm that these names are being talked about, but there are no decisions as of now,” Angeles said.

Marcoleta ran for senator in the 2022 polls under Marcos’s ticket, but withdrew his candidacy less than two weeks before May 9 polls, a move that exempts him from a one-year ban on the appointment of losing candidates.

Marcos recently announced the nomination of Arsenio Balisacan as National Economic and Development Authority (NEDA), while outgoing Bangko Sentral ng Pilipinas Governor Benjamin Diokno was nominated as Finance Secretary.

Diokno will be replaced by Felipe Medalla as BSP Governor, while Alfredo Pascual has also accepted his nomination as Department of Trade and Industry (DTI) secretary.

Liloan Mayor Christina Frasco will assume the post of Tourism Secretary, Filipino worker advocate Susan “Toots” Ople will head the Department of Migrant Workers (DMW), while Benny Laguesma will be the incoming Labor chief.

Among the earliest nominees of Marcos Jr. were Vic Rodriguez as Executive Secretary, Vice President-elect Sara Duterte-Carpio as Education chief, and former Metropolitan Manila Development Authority chairman Benhur Abalos as head of the Department of the Interior and Local Government (DILG).
