Pacquiao: All government officials to waive bank secrecy rights

Presidential aspirant Sen. Manny Pacquiao on Wednesday said he would require all government officials to waive their rights under the Bank Secrecy Law, including immediate members of their family.

The standard bearer of PROMDI said he would sign a waiver on bank secrecy.

“Even my colleagues in the government, they will be asked to sign the waiver before they can be appointed,” he said.

Aside from signing the waiver, Pacquiao said that he would also allow the publication of the Statement of Assets Liabilities and Net Worth of all government officials except the details that may be deemed as a breach of their privacy and personal data.

He also assured his SALN will not be concealed from the public.

“As public servants, we should be transparent and accountable,” he stressed.

His administration, Pacquiao said, will also adopt a zero-tolerance policy on graft and corruption and even members of his government will not be spared.

All members of his cabinet will also have to undergo a regular performance audit so that he would know if they were doing their jobs.

“We will have an all-out war against corruption,” he said. “We will guarantee that all thieves (in the government) will be together in jail. No thief will be spared.”

Pacquiao said he already anticipates that the sheer number of people who would be arrested for corruption will be overwhelming so his first executive action, once he is elected to office, is to issue an executive order mandating the creation of Mega Prison.

This facility, he said, will be the main detention facility of all officials who are arrested for corruption.

He said the facility will already have its own hospital to provide detention for officials who were able to secure court approval for hospital arrest and a small hut for those who managed to secure a permit to be placed under house arrest.

“We have seen how they were able to manipulate the justice system so that they can still live comfortably and easily.”

Pacquiao said the facility will be also cut off from the outside world as it would be equipped with mobile phone jammers and surveillance cameras that can be also monitored from the Malacanang palace to ensure that prison officials are not giving anyone special treatment.
