Lanao del Sur tightens entry protocols

Marawi City—Provincial authorities have tightened protocols of entry to any part of Lanao del Sur for land, air and sea travelers.

This developed as reference medical bulletins of the Provincial Inter-Agency Task Force (IATF) of Lanao del Sur posted the highest number at 22 active Covid cases, as of 4 p.m. on April 2, officials said.

In a resolution, the Provincial IATF of Lanao del Sur adopts stricter measures for travellers to the province amid imposition of enhanced community quarantine (ECQ) in the National Capital Region (plus) from April 1-30, 2021.

Lanao del Sur Governor Bombit Adiong said the Province’s IATF Resolution No. 1 Series of 2021 takes effect Monday, April 5.

Adiong said Provincial IATF resolution “provides for New Travel Protocols for Travellers from all ports to routes of entry to the Province of Lanao del Sur, during the General Community Quarantine.”

Dr. Aleen Minalang, head of the Integrated Provincial health Office (IPHO), said the resolution notes that the Provincial IATF Bulletin has posted 22 active COVID-19 cases in a day in the province.

Adiong, who also heads the Provincial IATF, said “henceforth all travellers (except for APOR –Authorized personnel Outside Residence), including locally stranded individuals (LSI), and Returning Overseas Filipinos (ROF) from places considered high-risk areas outside Lanao del Sur shall be required to present a negative RT PCR Test taken at least three days prior to travel by land, air and sea via any port accessing Lanao del Sur.

The locally legislated new protocols of travel included as “ports accessing Lanao del Sur” such public facilities as the Ninoy Aquino International Airport, the Ports of Manila and “other ports used by travellers to Lanao del Sur from places identified as high-risk areas like the National Capital Region (plus) and those declared under ECQ.”

The Provincial IATF resolution says the provincial government is empowered under the 1987 Constitution and the Local Government Code of 1991 to promulgate measures for the greater welfare of its people.

It says under Section 15 Article II of the 1987 Constitution “the state shall protect and promote the right to health of the people and instil health consciousness among them.”

It added that Section 16 of Republic Act 7160, the Local Government Code of 1991, devolves powers of decision “expressly granted, as well as power necessary, appropriate, or incidental for the efficient and effective governance, and those which are essential to the promotion of general the welfare.”
