Angeles City—Fat bonuses and other incentives await city government workers here as Mayor Carmelo Lazatin Jr. readied P19.74 million in additional incentives — P15,000 for each city hall employee — on top of their regular wages.

This was after the City Finance Committee issued a Memorandum No. 1198, Series of 2020 on Oct. 15 calling for additional benefits to city hall employees.

Lazatin said the release of the additional benefits for qualified city government employees, including the Collective Negotiation Agreement (CNA) bonus worth P5,000, Productivity Enhancement Incentive worth P5,000, and the Service Recognition Incentive worth P5,000, will be on December 22, 2020.

City Hall has a total of 1,316 employees, including 980 permanent, 321 casual, and 15 contractual. All of them will receive the additional P15,000 benefit, the mayor said.

City Hall employees – permanent, casual, and contractual – will also receive their tax-free yearend bonus, equivalent to one-month basic salary, amounting to P32.54 million. The employees will also receive a P5,000 cash gift, amounting to P6.58 million.

Both the year-end bonus and cash gift incentive will be released for qualified government employees on November 16, the mayor said.

Lazatin directed the Local Finance Committee composed of the City Budget Office, City Accounting Office, and City Treasurer’s Office, to immediately compute and prepared the yearend bonus of the city government employees.

The city mayor stressed the importance of releasing the bonus and other incentives for the year as a means of ensuring their financial security amid the coronavirus pandemic.

“This is also in recognition of all the efforts being done by our hardworking and dedicated city government employees, despite the many challenges presented by the COVID-19 pandemic. We want them to still be able to celebrate the coming holiday season,” Lazatin added.

The grant of year-end bonus is in accordance with Republic Act (RA) No. 66861, as amended by RA No. 8441, and under the Department of Budget Management Circular No. 2016-4.

Meanwhile, Lazatin said Contract of Service (COS) employees are also qualified for a P3,000 cash incentive. They will receive the perk on December 10.
