Stop excessive rules in government offices–Duterte

President Rodrigo Duterte has directed all state departments and offices to refrain from imposing excessive rules and regulations in a bid to fast-track government processes.

Under Administrative Order 23 signed Feb. 21, government offices and agencies, including local government units and government-owned and controlled corporations, are ordered to get rid of their unnecessary procedures and requirements.

Within 60 days upon the AO’s effectivity, agencies are required to report the list of regulations issued that govern each type of service offered to the public, the steps or procedures and processing time necessary to be accomplished per service, and the legal basis for each regulation.

The Anti-Red Tape Authority will review and evaluate compliance reports submitted by the covered agencies within six months from the deadline of submission, according to the order.

Failure to comply would result in administrative cases pursuant to the Civil Service Commission’s rules.
