Biliran mayor tops public satisfaction survey among Eastern Visayas municipal mayors

The mayor of Naval in Biliran province emerged as the top performing municipal chief executive in Eastern Visayas, a survey by the RP – Mission and Development Foundation Inc. showed.

Mayor Gerard Roger Espina scored 72 percent, followed by Kananga, Leyte Mayor Manuel Vicente Torres with 68 percent and Sogod, Southern Leyte Mayor Imelda Tan with 66 percent.

Mayor Annaliza Gonzales-Kwan of Guiaun, Eastern Samar got a 64 percent performance rating followed by Mayor Eunice Babalcan of Paranas, Samar with 62 percent and Mayor Francisco Rosales Jr. of Catarman, Northern Samar with 60 percent.

RPMD executive director Paul Martinez said the ratings were dependent on how the respondents viewed the job performance of their respective local chief executive.

“In terms of addressing and responding to the effects of the COVID-19 pandemic, those who scored top marks in their respective provinces should be recognized and commended for performing well,” Martinez said.

The independent, non-commissioned survey, conducted from September 3 to 15, 2021, covered all mayors, governors and district representatives.

It had a total of 10,000 respondents nationwide but did not give a breakdown per region. No margin of error and level of confidence were provided.
