No ‘inspection teams’ making rounds in Pasay

Pasay City Mayor Imelda Rubiano on Monday warned owners and operators of commercial establishments against unscrupulous individuals conducting unauthorized inspections on behalf of the city government.

“I strongly advised business establishments to report individuals who conduct unauthorized inspections,” she said.

The city chief executive advised businessmen to immediately call the Office of the City Administrator at 8833-3734/8833-3738 to verify such inspection teams, and to seek the assistance of the Philippine National Police at 8831-7433/ 8831-7322.

Rubiano issued the statement after her office received complaints from businessmen that some individuals, purportedly representing the city government, have been “going around the city demanding for documents and insisting that they inspect establishments.”

“It has come to my attention that certain people have been representing city hall to check on their commercial or business areas. I have not authorized any such inspections unless they carry a mission order personally signed by me,” she said.

Rubiano said she had issued an Executive Order last January creating the Inspection and Compliance Report (ICR) Team to specifically conduct, assess, and inspect establishments in Pasay.

The ICR Team is composed of the city mayor, the mayor’s representative, the business permits and licensing office, the city treasurer, the city assessor, the city legal officer, the city engineer, the city health office, the city environment and natural resources officer, the city disaster risk reduction and management office, and the Bureau of Fire Protection.

The local government formed the team in line with President Duterte’s 10-point socio-economic agenda, which includes increasing competitiveness and the ease of doing business.

Thus, business establishments will no longer be inspected separately by different agencies such as engineering, health, sanitary, business permits, building, fire, and the city treasurer’s office.

“Businessmen will no longer be visited by separate agencies on separate occasions to check on their permits. Only one team will visit their establishment,” Rubiano said.

She stressed that this team will also carry a mission order from the Office of the Mayor, specifying what the team will inspect as well as the names of team members and their corresponding agencies.                                                                                                

“We hope to do away with perceived irregularities emanating from such inspections,” Rubiano said.
