For practicing financial transparency, the City Government of Navotas has passed the 2019 Good Financial Housekeeping standards of the Department of the Interior and Local Government.

“Passing the good financial housekeeping standards validates our efforts to spend public funds in a transparent and honest manner,” Mayor Toby Tiangco said.

“I thank everyone for their continued commitment to good governance and quality public service.

Receiving this recognition means we are on the right track in ensuring that taxpayers’ money is spent judiciously for services and programs that benefit Navoteños,” he added.

A local government unit that passes the GFH is compliant with the Full Disclosure Policy of Local Budget and Finances, Bids and Public Offerings such as Annual Budget, Statement of Receipts and Expenditures, Annual Procurement Plan or Procurement List, and Bid Results On Civil Works, Goods and Services and Consulting Services, among others.

It also has an unqualified or qualified Commission on Audit (COA) opinion of the immediately preceding year.

Navotas has received COA’s Unqualified Opinion, the highest mark it can give an LGU or government agency, for four consecutive years. It is the only LGU in Metro Manila with such track record.

The city was also conferred last year the DILG Seal of Good Local Governance.

The GFH is a component of the SGLG along with Disaster Preparedness, Social Protection, Business- Friendliness and Competitiveness, Peace and Order, and Environmental Management.
