Following his recent unopposed victory as regional chairman of the Philippine Councilors League in Bicol, Polangui, Albay municipal councilor Jesciel Richard Salceda has announced his intention to run for the league’s national chairmanship.
The youthful Salceda announced his bid during the recent PCL national board meeting.
A three-term councilor of his town, Jesciel is the nephew of Albay 2nd District Rep. Joey Sarte Salceda, chairman of the House ways and means committee.
In announcing his bid, the young Salceda said he will run on a program of comprehensive reforms that would transform the PCL into a strong pillar and force for meaningful nation-building.
“It is time for municipal councilors, with PCL as their apex organization, to contribute their proportional share to the national programs of the Duterte administration,” he said.
In particular, Jesciel Salceda has asked his fellow councilors to support the much-needed constitutional reforms, the conversion of Regional Development Councils into Regional Development Authorities, the constitutionalization of the Supreme Court’s Mandanas ruling, and longer terms for local officials.
Jesciel Richard Salceda said he will seek greater representation of PCL in government decision making and advisory functions, including the RDCs.
One of his proposals aims to provide the PCL with sustainable fiscal capacity.
