Pampanga jail lockdown after 2 prisoners escape

San Fernando—The Pampanga Provincial Jail has tightened its security measures and has temporarily canceled all programs, activities, and visitation rights after two prisoners escaped over the weekend.

Retired Police Col. Edwin Mangiliman, provincial jail warden, identified the escapees as Jayson Jacinto and Ryan Astrella, both facing criminal charges for illegal possession of illegal drugs punishable under Republic Act 9165.

Earlier, Mangiliman suspended four prison guards for the escape of Park Wang Yeol, a Korean who escaped after attending a rescheduled trial in Tarlac City last Oct. 16.

Yeol remains at large as of this writing, while the four of his guards are now facing criminal charges for infidelity in the custody of prisoner.

The PPJ has a total of 2,300 prisoners, mostly facing illegal drug charges, with a total of 69 guards including those suspended, Mangiliman said. The ratio per guard is 1 for 36 prisoners.

According to Mangiliman, Jacinto and Astrella bolted jail by climbing the rooftop of the male detention dorm from the common kitchen located at the back portion of the jail going towards the front building and fled on foot under the cover of darkness.

Their escape was discovered when the two failed to show up during Monday headcount from Cell No. 1, Mangiliman added.

Acting Gov. Lilia Pineda offered P200,000 for the immediate arrest of the suspects, as the escape was also reported to three cities and 18 police stations in the province.

The tightening of security measures and suspension of privileges was contained in a memorandum issued by Atty. Charlie Chua, Provincial Administrator, to Mangiliman due to the series of prisoner escapes for October alone.

He also ordered Mangiliman to determine if other prisoners assisted the two in their daring escape on Saturday.
