Members of Tinang 83, a group of peasant advocates and agrarian reform beneficiaries, troop to the Office of the Ombudsman to attend the “clarificatory hearing” with policemen from Concepcion, Tarlac. The said proceeding is meant to determine probable cause in charges filed by Tinang 83 against more than 30 police personnel for mass arrest last year. Manny Palmero
