Makati Mayor Abby Binay (top photo, center) signs a Memorandum of Understanding between the City of Makati and Shanghai Nanjiang Group for a feasibility study, at no cost to Makati, on land development and construction of low-cost, mass housing units in the city. Shanghai Nanjiang is represented by its executive vice president, Wang Xiao Gang (second from right) and officer Danny Wu (right). Also signing as witnesses are Makati City Administrator lawyer Claro Certeza and Vice Mayor Monique Lagdameo.  The agreement is expected to lead to a public-private partnership or PPP that will help address the shelter needs of informal settler families in the city. PPP is an essential part of the overall infrastructure reform policy of the city government.
