Critical role of LNG in Philippines’ energy security

The Philippines is grappling with a power crisis, with supply struggling to meet the demands of a growing population and economy.

Frequent “yellow” and “red” alerts from the Department of Energy (DOE) highlight low electricity reserves and the potential for blackouts. Studies by the Philippine Institute for Development Studies (PIDS) show that the Philippines has the lowest power generation per capita in ASEAN, and electricity demand is growing faster than generating capacity.

One pressing threat is the depletion of the Malampaya natural gas reserves, which currently supply up to 18% of Luzon’s power. These reserves are projected to last only until 2027, raising concerns about a viable replacement source to prevent power shortages affecting millions.

Liquefied Natural Gas (LNG) offers a practical solution to bridge the country’s power needs. LNG, a form of natural gas cooled to -163°C, becomes compact for easier storage and transport. Importing LNG ensures energy security and acts as a transitional energy source as the Philippines moves towards renewables.

LNG has several advantages.

First, it provides an immediate solution by being compatible with the country’s existing gas-powered plants in Batangas, which collectively have a capacity of 3,732 MW.

Second, as a stable baseload power source, natural gas can deliver consistent 24/7 electricity, unlike intermittent renewable sources. Furthermore, natural gas emits around 41% less carbon dioxide than coal, aligning with the Philippines’ climate goals under the Paris Agreement. The development of LNG infrastructure also promises economic benefits, including job creation and new LNG terminals.

Importing LNG not only secures immediate power needs but also complements renewable energy by providing reliable baseload power to stabilize the grid. However, responsible LNG importation must include environmental protections, leak prevention, and consumer safeguards.
