The Department of Transportation said Monday it will implement a nationwide interoperable automated fare collection system in partnership with state-run Land Bank of the Philippines by the first quarter of 2021.

Mark Steven Pastor, assistant secretary for road transport and infrastructure said in a virtual briefing the AFCS project would improve the public transport environment by promoting passenger convenience and institutionalizing a streamlined transfer system among all public transportation modes.

Pastor said the DOTR, in partnership with Land Bank, would lead the conduct of the AFCS EMV-compliant contactless pilot production testing.

“The conduct of the EMVCo pilot production testing will verify the major functionalities of the transit system as well as the end-to-end AFCS processes before going into full commercial implementation,” he said.

Pastor said the main objectives of the program are the consolidation of PUV operators, the effective management of PUV operations and the mandatory implementation of the AFCS and Fleet Management System on PUVs.
