DOTr, UltraPass to roll out biometrics processing at airports

The Department of Transportation (DOTr) and UltraPass signed a memorandum of understanding (MOU) to roll out passenger biometrics processing at Philippine airports.

The partnership, announced Wednesday during a forum for the US delegation, is a significant step in enhancing passenger convenience and security at Philippine airports, starting with a pilot implementation at Iloilo Airport.

“This MOU with UltraPass for passenger biometrics processing is a milestone in our digital transformation journey. With our ongoing airport privatization efforts, including the recent transfer of Ninoy Aquino International Airport operations to a private concessionaire, we aim to implement further innovations that will benefit Filipino travelers across the nation,” said DOTr Secretary Jaime Bautista.

The biometric system using embedded data in passports and the Philippine National ID will streamline the airport experience by reducing processing time for check-in, security screening, boarding and baggage retrieval.

The initiative will be rolled out in two phases: phase 1 for Filipino passengers using the national ID and phase 2 for foreign travelers using e-passports on domestic routes.

“We’re not only implementing advanced technology but setting a benchmark for digital transformation within ASEAN. UltraPass’ technology integrates seamlessly with the Philippine National ID, showcasing how digital identity verification can enhance efficiency, security, and a touchless airport experience,” said UltraPass founder and chief executive Eric Starr.

He said the initiative supports ASEAN’s digital economic framework, promoting a regional model that respects data sovereignty.

Bautista said the innovation aligns with DOTR’s vision to elevate Philippine aviation to global standards, aligning with international practices in biometric technology.

“This will not only enhance passenger experience by reducing long lines but also support our goal of transforming the transport sector by harnessing technology for the benefit of Filipino travelers,” he said.

The DOTR said looks forward to inter-agency support and close cooperation with private airport operators to sustain the initiative, which aims to position the Philippines as a leader in secure, efficient and high-standard airport services across ASEAN.
