DOE to auction 25 GW of renewable energy

The Department of Energy said Friday it will offer at least 25 gigawatts (GW) of additional renewable energy capacity through annual competitive auctions starting this year to meet national climate goals.

The initiative is part of a 10-year Green Energy Auction Program to expand the country’s renewable portfolio and bolster long-term power supply.

The government aims to increase the share of renewable energy in the generation mix to 35 percent by 2030 and 50 percent by 2040. Project deliveries under the specific 25-gigawatt pipeline are scheduled to begin between 2027 and 2035.

Renewable Energy Management Bureau director Marissa Cerezo outlined the specific technologies for upcoming auction rounds at a recent investment forum.

The GEA-6 round will focus on onshore wind and floating solar, while GEA-7 will cover rooftop solar and solar plus battery energy storage systems. Subsequent rounds GEA-8 and GEA-9 will involve specialized applications such as “AgriSolar” and canal-top solar, alongside traditional geothermal, biomass, and hydropower.

At least 3,200 megawatts (MW) of solar and 85 MW of rooftop solar are slated for auction with a delivery window of 2027 to 2028. Another 5,565 MW of various technologies are targeted for delivery through 2035, with auctions for these capacities scheduled for 2026 and 2027.

Remaining volumes within the 25 gigawatt target will be auctioned based on grid conditions and project readiness.

“By preparing a clear, auction-backed pipeline, we are giving developers and financial institutions the market visibility they need to plan, mobilize capital, and deliver projects on schedule,” Department of Energy Secretary Sharon Garin said.

“Our objective is simple: translate investor interest into reliable, affordable, and cleaner power that Filipinos can feel—through projects that are real, buildable and delivered on time,” she said.

To support these investments, the agency launched the Renewable Energy Offtake in the Philippines guide. The document centralizes information on power pricing, net-metering and carbon credits to help developers navigate the market.

Garin said that as the country nears its 2030 targets, clarity in how power is sold and monetized is as critical as the generation itself.

The guide outlines pathways for the sale of capacity and certificates, alongside fiscal incentives to enhance project bankability. Officials said the auctions will continue to be the primary tool for accelerating project execution and strengthening national energy security.
