Business groups back digital shift to fix tax and trade delays

The business community has welcomed the Department of Finance’s “Big Bold Reforms,” saying that digital roadmaps for the Bureau of Internal Revenue and Bureau of Customs could restore confidence in government systems long criticized for unpredictability and delay.

Federation of Philippine Industries (FPI) chair Beth Lee said frustrations over arbitrary tax audits, slow trade clearances and rising compliance costs had pushed businesses to speak out after years of silence.

Lee said these reforms directly address long-standing concerns over discretion and inefficiency in both taxation and trade.

The BIR Digital Transformation Roadmap 2025–2028 seeks to overhaul tax enforcement by shifting audits to data-driven selection and reducing reliance on discretionary assessments.

The agency expects that artificial intelligence, upgraded ICT systems and modernized taxpayer portals will make compliance more transparent and predictable by 2028.

On the trade front, the BOC National Single Window–Integrated Trade Facilitation Platform aims to consolidate import and export clearances into a single digital portal.

Business groups said companies currently deal with dozens of agencies, each with separate forms and processing timelines.

Government data show around 40 agencies are involved in issuing trade permits and clearances. Integrating these into one platform is expected to cut transaction costs, speed up cargo release and improve supply-chain reliability.

Lee said the Philippines is racing to catch up with ASEAN neighbors such as Singapore, Malaysia, Thailand and Vietnam, which have operated national single windows and linked to the ASEAN Single Window since 2008.

Technology upgrades, training and real process change will determine whether these reforms succeed, according to Lee.

She said stakeholders are watching closely and are wary of reforms that digitize inefficiency instead of eliminating it.

Lee said that if the roadmaps are delivered faithfully, they could mark a turning point where businesses see government processes as enablers of growth rather than obstacles.
