MinDA, DOE plan Mindanao green energy auction

The Mindanao Development Authority and Department of Energy plan to launch a green energy auction for Mindanao this year to secure a stable power supply and support the region’s economic growth.

Officials from both agencies met this week to coordinate the procurement of firm baseload capacity and accelerate renewable energy solutions, including solar power paired with battery energy storage systems.

MinDA chairperson Leo Tereso Magno and Energy Secretary Sharon Garin led the discussions in Taguig City.

Garin said the auction is critical for accelerating renewable energy capacity, noting that projects will receive 20-year contracts to provide financing stability and reinforce investor confidence.

Energy Undersecretary Mylene Capongcol said the department intends to hold the auction in 2026 but is still determining the exact timing for supply delivery.

She said the specific auction for Mindanao aims to attract more investors and ensure the region has sufficient power as demand grows.

The expansion of Mindanao’s minerals industry is expected to be a primary driver of future energy needs.

Magno said the region’s energy future should be secured through a balanced mix of baseload and renewable sources to remain responsive to demand between 2026 and 2028.

MinDA assistant secretary Romeo Montenegro said private developers would play a key role in keeping projects on schedule. Recent investment missions have already attracted interest in clean energy projects from Malaysia, Qatar and South Korea.

The initiative aligns with the national agenda of President Ferdinand Marcos Jr., which targets the deployment of over 1 million solar home systems by 2028 and the expansion of the lifeline rate subsidy for low-income households.
