COA files 4 fraud reports against DPWH officials, contractors

The Commission on Audit (COA) has filed four fraud audit reports with the Independent Commission for Infrastructure (ICI) against officials from the Department of Public Works and Highways (DPWH) and contractors over irregularities in four flood control projects in Bulacan involving P359 million.

The reports cite a pattern of severe irregularities in the projects under the DPWH’s Bulacan 1st District Engineering Office, including unexplained changes to project sites, non-existent projects, substandard structures and issues with documentation and payment. The individuals involved may face charges for graft and corruption, malversation and falsification of documents.

The COA named numerous individuals, including DPWH officials district engineer Henry Alcantara, assistant district engineer Brice Ericson Hernandez and planning and design chief Ernesto Galang. Eleven other DPWH engineers were also implicated, along with contractor representatives and company officers.

The four projects cited in the fraud reports are construction of Riverbank Protection Structure at Barangay San Roque, Baliuag, Bulacan, valued at P96.49 million, by M3 Konstract Corp.; construction of Flood Control Structure (Revetment) in Barangay Manatal, Pandi, Bulacan, valued at P92.67 million; and construction of Riverbank Protection Structure along Balagtas River, Barangay San Juan, Balagtas, Bulacan, valued at P74.11 million, both by SYMS Construction and Trading.

The fourth project is the construction of Riverbank Protection Structure along Balagtas River, Barangay Dalig, Balagtas, Bulacan, valued at P96.50 million, by Amethyst Horizon Builders and Gen. Contractor and Development Corp.

The initial list of liable persons is not final and may expand as the audit progresses, the COA said.

The action aligns with a directive from COA chairperson Gamaliel Cordoba, who on Aug. 12, 2025, ordered an immediate audit of all DPWH flood control projects in Bulacan for the period of July 1, 2022, to May 30, 2025.

“The audit’s findings will be crucial for the ongoing investigation conducted by the ICI against those involved in irregularities in government infrastructure projects,” the COA said.

The new reports are part of 21 fraud audit reports (FARs) that the COA has transmitted to the appropriate bodies. Prior to this, the COA had filed nine with the Office of the Ombudsman and eight with the ICI.
