Bureau of Internal Revenue (BIR) Commissioner Romeo Lumagui Jr. leads a public consultation on Aug. 28, 2025 at the BIR National Office in Quezon City to present and discuss the draft Revenue Regulations (RR) to implement the Advance Pricing Agreement (APA) Program. The APA Program is designed to allow taxpayers and the BIR to agree in advance on the appropriate transfer pricing methodology for related party transactions, thus minimizing transfer pricing disputes and reducing the risk of double taxation.
