PacificLight to begin operations of 100 MW fast-start power plant in Singapore in Q2

Singapore-based PacificLight Power Pte. Ltd. (PacificLight), a joint venture between Meralco PowerGen Corp. and First Pacific Co. Ltd., is set to begin commercial operations of its 100-megawatt fast-start capacity in Jurong Island in the second quarter of 2025.

PacificLight Power (PLP) owns an existing 830-megawatt combined cycle gas turbine (CCGT) facility operating since 2014.

The company is also building a new 600 MW CCGT in the same area, scheduled for operations by January 2029.

PLP was awarded the right to build, own and operate the 600 MW hydrogen-ready power plant by the Energy Market Authority (EMA) of Singapore in January. The plant will feature Singapore’s first large-scale battery energy storage system.

It is expected to boost PLP’s competitiveness and growth trajectory while providing maximum operational flexibility.

“This landmark project exemplifies MGEN’s steadfast commitment to innovation, sustainability and excellence. As we advance with this investment, we are not only addressing Singapore’s growing energy needs but also setting a new standard for integrating efficiency and environmental responsibility in power generation. Together with our partners, we are paving the way for a greener and more resilient energy future in the region,” Meralco PowerGen (MGen) President and Chief Executive Emmanuel Rubio said earlier.

PLP posted a core income of P3.1 billion (70.8 million Singapore dollars) in the first quarter, up by 31 percent due to higher plant availability, resulting in a higher blended non-fuel margin of 82.4 Singapore dollars per megawatt hour compared with last year’s 75.8 Singapore dollars per MWh.

Total energy delivered stood at 1,403 gigawatt hours at the end of March 2025, 6 percent more than a year ago.

“PLP’s continuing strong performance in a very competitive power market has enabled us to move forward with this industry-leading project to bring additional clean power to Singapore,” said Meralco chairman and chief executive Manuel Pangilinan.
