The average system-wide electricity prices at the Wholesale Electricity Spot Market (WESM) declined by 15.3 percent to P4.52 per kilowatt-hour in April 2025 from P5.34 per kWh in March on less power plant outages.
Independent Electricity Market Operator of the Philippines (IEMOP) said the average system-wide available power supply increased 8.8 percent from March 26, 2025 to April 25, 2025 to 21,345 MW from 19,611 MW. IEMOP is the operator of the WESM, the trading floor of electricity.
The higher supply met the 7.8-percent increase in demand to 14,739 MW from 13,670 MW in March.
“The main reason is given the elections and dry season, there are less scheduled outage, so supply margin was higher compared to last month despite the increase in demand,” IEMOP corporate planning and communications manager Arjon Valencia said.
Luzon average prices reflected a 16.5-percent decline to P4.59 per kWh in April from P5.50 per kWh in March.
Available supply in the Luzon grid went up 10.9 percent to 15,000 MW, while demand rose 9.3 percent to 10,613 MW.
The Visayas grid also saw rates decline 17.6 percent to P4.52 per kWh from P5.48 per kWh.
Available power supply in the Visayas grid increased 8.4 percent during the period to 2,563 MW from 2,365 MW, while demand increased 5 percent to 2,009 MW from 1,913 MW.
Data further showed that the Mindanao grid posted a 6.3-percent decline in average lower rates to P4.11 per kWh from P4.39 per kWh.
Available supply in the Mindanao grid went up by 1.8 percent to 3,782 MW as demand increased by 3,6 percent to 2,118 MW in April.
Distribution utilities and electric cooperatives source a portion of their power requirements from the WESM.
