The Department of Human Settlements and Urban Development (DHSUD) ordered the conduct of a referendum on forming a federation of homeowners associations at Vista Real Classica subdivision in Barangay Batasan Hills, Quezon City.
DHSUD’s Homeowners Association and Community Development Bureau director Ma. Lorina Rigor sent a letter dated June 13, 2023 to the officers and/or directors of Vista Real Classica Federation of Homeowners Association Inc. to address the concerns raised by various associations in the subdivision.
“Wherefore, premises considered, it is hereby ordered that a referendum in all phases of Vista Real Classica Subdivision that are under the management of Vista Real Classica Federation be conducted to determine, among others, whether or not to organize and register Vista Real Classica Federation of Homeowners Association Inc. as a true federation with the phase associations as members, and converting its present membership body as a phase association,” she said in a 2-page letter.
Rigor said the referendum should also determine whether or not to organize only one association by consolidating all the phase associations under the Vista Real Classica Federation of Homeowners Associations Inc. and renaming the latter to reflect the true nation of the association.
Rigor issued the order after Vista Real Classica Homeowners Association Inc. (VRCHOAI) sent a letter on May 17, 2023 to DHSUD Secretary Jose Rizalino L. Acuzar to file an application for registration of the group.
Rigor clarified the consolidation of the phase associations is supported by no less than the Supreme Court. “This was not only my opinion. I had explained that the consolidation of the phase associations was what was stated in the dispositive portion of the decision in HLURB Case No. HOA-A-110309-0361 [NCRHOA-072409-1193], which decision was affirmed by the Court of Appeals and subsequently by the Supreme Court,” she said.
Some homeowners at Vista Real Classica called for consolidation of various associations in the subdivision to address various concerns in the village.
