Some 1,775 Navoteño families have finally received the full amount of their second tranche of the Bayanihan 1 Social Amelioration Program (SAP).
The Department of Social Welfare and Development (DSWD) – National Capital Region, in coordination with the City Government of Navotas, Thursday started the distribution of the remaining P5,000 cash assistance.
“After two long years, our constituents have finally received what is due to them. We hope this will help them start a small business or pay for necessities,” Mayor John Rey Tiangco said.
The beneficiaries underwent validation in December 2021 and were confirmed to have not received their second tranche.
However, Bayanihan to Heal As One Act 1 expired in 2020 thus DSWD had to source the fund for the unpaid second tranche from another program.
In February this year, DSWD advised Navotas that it can only give a maximum of P5,000 per beneficiary from the Assistance to Individuals in Crisis Situation (AICS) program.
To supplement the disparity, the city government under the helm of then mayor and now Cong. Toby Tiangco, shouldered the P3,000 deficit and distributed the amount through the SAP-LOLO Program (Saklolo Para sa mga Navoteñong Kulang ang Natanggap na 2nd Tranche SAP mula sa DSWD-NCR) in March.
As early as December 2020, he had written DSWD-NCR regarding the excluded names of beneficiaries in the SAP second tranche payroll. He had sent a total of 51 letters bearing 4,382 names of Navoteños.
“We thank DSWD Secretary Erwin Tulfo, DSWD-NCR Director Pinky Romualdez, and AICS Focal Person Jeremiah Farol for their assistance and for keeping DSWD’s promise to give Navoteño SAP beneficiaries what is rightfully theirs,” Cong. Tiangco said.
