The Cavite Police Provincial Office on Thursday filed before the Department of Justice a murder and frustrated murder charges before the Department of Justice against Trece Martires Mayor Melandres de Sagun and four other persons for their alleged involvement in the killing of Vice Mayor Alex Lubigan and his driver Romulo Guillemer last July.
Aside from De Sagun, also named respondents in the complaint were Maragondon Municipal Councilor Lawrence “Umbe” Arca, Luis Vasquez Abad Jr., Ariel Fletchetro Paiton, and Rhonel Bersamina and other still unidentified persons.
CPPO chief Sr. Supt. William Segun was accompanied by Gemma and Anabel, widows of Lubigan and Guillemer, respectively, in filing the complaint.
The 44-year-old Lubigan and the 50-year-old Guillmer and his security aide Romeo Edrinal were on board a black Toyota Hi-lux pick up vehicle when gunmen peppered the vehicle with bullets at around 3 p.m. in front of the Korean-Philippines Friendship Hospital.
Lubigan and Guillmer died during the attack, while Edrinal managed to survive with some injuries.
The gunmen, who were on board a black sports utility vehicle, then fled towards the direction of Indang, Cavite.
Lubigan was on his third term as vice mayor.
