Albayalde told: Get to bottom of unreleased SAF allowance

Days before he assume his post as the country’s next chief of the Philippine National Police, NCRPO chief Oscar Albayalde already got his first “advice” from outgoing PNP chief Ronald “Bato” dela Rosa.

Dela Rosa has advised Oscar Albayalde to immediately launch an investigation into the alleged unreleased allowance of Special Action Force commandos amounting to millions.

 Dela Rosa, who is set to retire on April 19, said that Albayalde should give priority to the case of almost P60 million worth of subsistence allowance which were not given to its supposed recipients in the SAF.

“I leave it up to the incoming chief PNP kung paano niya i-handle ‘yan,” he said in an interview after his testimonial parade at the Philippine Military Academy in Baguio City on Monday.

“Get to the bottom of it, kailangan imbestigahan niya para malaman ng PNP, although meron ng investigation [na] ginagawa ang Ombudsman, hintayin natin yung resulta ng Ombudsman, naka-file naman na sila ng complain doon but still for internal consumption kailangan gawin rin ng PNP,” he added.

Dela Rosa’s instructions stemmed from reports that former and current SAF personnel had filed malversation and plunder complaints against former SAF chief Director Benjamin Lusad and other finance officers for allegedly failing to distribute two years’ worth of daily additional subsistence allowance amounting to over P59.8 million.

Dela Rosa vowed that there would be no whitewash in the investigation in the accusation against Lusad, his classmate and member of PMA Class ’85, and was his “savior” in the academy.

“Yung panahon na bubugbugin ako ng mga Class 85 na may offense ako sa kanila, siya yung nag-save sa akin,” he said.

The outgoing chief, however, said that  there would be no “savior” in terms of corruption.

“But this time around, pagdating sa corruption, walang savior-savior diyan, you save yourself,” Dela Rosa said.

He said that while he was “very much disappointed” over the allegations against his former classmate, Dela Rosa said that he was not satisfied with the explanation of Lusad to him.

“Hindi ako satisfied sa explanation niya, kailangan harapin nila ‘yan, nandiyan yung kaso eh,” he said.

“Well, ‘yun nga, I am very much disappointed kung bakit nagkaganon, despite the fact na alam ko na napakagaling na opisyal, he’s snappy, napakasipag,” he said.

“Pero bakit nagkakaron ng issue na ganon, explanation niya naman sa akin is masyado daw siyang lenient sa kanyang budget and fiscal officer, so napabayaan lang yung kanyang budget and fiscal officer na ganon ganon so ‘yun,” he added.
