BAYOMBONG, Nueva Vizcaya—The provincial government here is expected to create a people’s council to rally participation and partnership towards effective local governance.
The creation of the People’s Council of Nueva Vizcaya was contained in the recently approved “The Nueva Vizcaya Peoples Participation in Governance Ordinance” by the Sangguniang Panlalawigan.
Vice Gov. Lambert Galima Jr. said the ordinance seeks to promote the establishment and operation of people’s and non-government organizations as partners of local government units in pursuit of local autonomy.
The PCNV is the general assembly of all accredited Civil Society Organizations and all duly registered CSOs in the province, Galima added.
A CSO may be a duly registered peoples’ organization, non-government organization, indigenous peoples’ organization, cooperatives, civic organizations, social movement, professional group, business group, and other similar groups of people.
With the ordinance, Galima said LGUs may enter into joint ventures and other cooperative arrangements to engage in the delivery of certain basic services, capability building, livelihood projects, and develop local enterprise to improve productivity, income and social well-being of the people.
“The PCNV will not be used for partisan politics but rather they will be strengthened as partners for development and progress,” he said.
