The mayors of Caloocan, Malabon, Navotas and Valenzuela are optimistic that the Radial Road 10 or R10 section of the North Luzon Expressway Harbor Link Segment 10 will bring more economic opportunities for their cities and their residents.

Navotas Mayor John Rey Tiangco, who attended the groundbreaking of the 2.6-kilometer elevated expressway last Tuesday at R10 corner C3 Road in the city’s Barangay North Bay Boulevard South, said the project will boost trade and commerce in northern Metro Manila.

“Our city will become more accessible to other provinces in Luzon. We also expect that this project will bring livelihood opportunities for Navoteños,” Tiangco said.

Caloocan Mayor Oscar Malapitan said the economy will truly develop in the Camanava area once the R10 section is completed.  He ordered the city’s Department of Public Safety and Traffic Management to assure the smooth flow of traffic despite the ongoing works there.

Malapitan said the travel time from Caloocan to Bulacan will be shortened by more than 30 minutes once the section is completed.

Public Works and Highways Secretary Mark Villar, Malabon Mayor Antolin Oreta III, Caloocan Planning and Development Officer Aurora Ciego, and NLEX Corp. president Rodrigo Franco also attended the ceremony.

The R10 section forms part of the 5.65-km Segment 10 of the elevated expressway, which connects the McArthur Highway in Valenzuela with Gov. Pascual Avenue in Malabon and C3 Road in Caloocan.

The Department of Public Works and Highways website said the section will “decongest Metro Manila by providing access to NLEX without passing through Edsa or the Balintawak Toll Plaza.”

It is also expected to improve the movement of cargo from the Port of Manila by providing a direct connection between R10 and NLEX.

DPWH sees the section will “reduce travel time from NLEX Valenzuela to R10 from 23 to 11 minutes via Balintawak-Edsa Monumento, and from 26 to 13 minutes via Balintawak-A. Bonifacio/C3.
