Manila SWAT officers sacked

Metro Manila police director Oscar Albayalde ordered the immediate relief of two members of Manila Police District Special Weapon and Tactics Unit who were involved in a scuffle and indiscriminate firing inside a karaoke bar in Manila early Monday.

The police officers”•SPO2 Ryan Ymzon Marcelo and PO1 Ramadas Tonducan Mucas”•are now on floating status at the National Capital Region Police Office-Personnel Holding and Accounting Unit in Camp Bagong Diwa, Bicutan, Taguig City.

Criminal and administrative charges will be filed against the two policemen.

Albayalde earlier ordered the Regional Investigation and Detection Management Division-Pre-Charge Section to investigate and sanction Marcelo and Mucas following a complaint against them.

“The NCRPO have no place for these policemen,” said Albayalde, emphasizing that his office does not tolerate any misdeed and wrong doing of every police officer.

Since July 2016, the NCRPO has charged administratively 1,274 police personnel, dismissed 75, suspended 280, and reassigned 393 outside Metro Manila.

Two months ago, Albayalde ordered the dismissal from the service of all Metro Manila police personnel involved in illegal activities and those who went absent without official leave at the time President Rodrigo Duterte ordered them to be deployed in Mindanao.

The move is part of the Internal Cleansing Program of the NCRPO aims to instill discipline, build ethics, and evaluate the commitment level of each police officer to their sworn duties.

“The Internal Cleansing is an integral part of a progressive process; we must see to it that we discipline our subordinate and even ourselves. While we lead our men, we also make sure that their actions are guarded and in consonance with our organizational values,” said Albayalde.

Last February, several police officers, who were among the erring cops reassigned to Mindanao due to their alleged involvement in illegal activity and other abuses, went AWOL. 

More than 300 police personnel were reassigned to the Southern Command as ordered by President Rodrigo Duterte. Some of these cops went AWOL.

The rogue cops are composed of police commissioned officers including one superintendent, four chief inspectors, nine senior inspectors, three inspectors, and 293 non-commissioned officers.

These cops came from the regional headquarters and five police districts in Metro Manila. Forty-nine came from the Northern Police District, 10 from Eastern Police District, 72 from Manila Police District, 51 from Southern Police District, 35 from Quezon City Police District, and 94 from NCRPO – Regional Headquarters.

They are listed among those who have existing administrative and criminal cases that ranges from robbery, extortion, drug protection, illegal drug user, carnapping, grave threat, to recidivism or tardiness, texting while on duty, and performing duties not in proper uniform.
