LTFRB loses Grab, Uber documents

THE Land Transportation Franchising and Regulatory Board admitted Friday that it lost the accreditation papers of transport network companies Uber and Grab.

LTFRB board member and spokesperson Aileen Lizada said the documents were nowhere to be found in their offices.

“Ever since we assumed office last year, we tried to locate the accreditation folders of both Uber and Grab. However after searching the office of the executive director and the chairman, they are nowhere to be found,” Lizada said in a text message to reporters.

Lizada said the accreditation papers are supposed to be under the safekeeping of former executive director Roberto Cabrera but his staff said they were not holding the documents.

The LTFRB is set to convene its technical working group that will tackle various concerns such as accreditation and pending applications, accountability and dynamic pricing.

In its order dated July 11, the board imposed a fine of P5 million each for Uber and Grab for their violations and ordered them to deactivate more than 40,000 illegal Transport Network Vehicle Service  drivers.

Starting July 26, Grab and Uber drivers without franchises will be fined P120,000 and their vehicles will be impounded for three months should they continue to operate.

Both TNCs filed their separate motions for reconsideration Thursday to stop the LTFRB order ,which bans TNVS units without certificates of public convenience or provisional authority to operate.

The filing of the MR temporarily puts on hold the order as the LTFRB seeks to resolve the appeal and come out with a ruling within the next 15 days.

Meanwhile, Insurance Commissioner Dennis Funa reminded transport network companies Uber and Grab to comply with the mandatory insurance coverage under the Passenger Personal Accident Insurance Program.

Funa’s statement came after data submitted by Passenger Accident Management and Insurance Agency Inc. showed that there were only 21,353 certificates of insurance coverage issued for vehicles operating under Uber and only 6,719 certificates for vehicles operating under Grab.

“If based on the earlier reports that there are a total of 50,000 Uber and Grab active drivers and assuming that each driver corresponds to one vehicle, only 56.18 percent of the total Uber and Grab vehicles plying on the roads are covered by the mandatory passenger insurance,” Funa said.
