Misuari to face criminal charges at Sandiganbayan

The Office of the Ombudsman has filed six criminal charges against former Autonomous Region in Muslim Mindanao governor Nur Misuari at the Sandiganbayan over the alleged fraudulent procurement contracts amounting to P115.22 million 16 years earlier.

The cases filed against Misuari consist of three counts each of graft and malversation of public funds thru falsification of documents.

The prosecution also ordered the arrest of Misuari without bail for the three malversation cases given the huge amount involved although it asked the anti-graft court to set bail bonds  amounting to P30,000 for each of the graft charges.

The co-defendants in all six charges were Director Leovegilda Cinches, chief accountant Pangalian Maniri, supply officer Sittie Aisa Usman—all of the Department of Education-ARMM.

DepEd -ARMM accountant Alladin Usi was charged in two counts each of both offenses while ARMM resident auditor Nader Macagaan, and private individuals Cristeta Ramirez of CPR Publishing and Lolita Sambeli of White Orchid Printing and Publishing House were each named co-accused in one count each of the same charges.

The Ombudsman, through its prosecutor Modesto Onia Jr. and assistant special prosecutor Jorge Espinal, said the procurement contracts were divided into three separate transactions, the first dated Dec. 21, 2000 involving P31 million worth of “information technology package;” another dated July 24,2001 for P46.26 million worth of “multi-media information technology package;” and the last one dated September 2001 worth P37.96 million worth of “educational materials.”

The prosecution said all three purchase orders were dubious as investigators found no evidence to prove that actual deliveries took place.

It said all defendants caused undue injury to the government and so were held liable for the graft cases.
