DOLE stops work at Momentum Construction

The Department of Labor and Employment issued a work stoppage order to Momentum Construction and Development Corp. in Sampaloc, Manila  when a tower crane’s cable hoisting a cement-filled bucket snapped and crushed a construction worker to death.

The department issued the WSO to the company and its sub-contractors based on the results of an investigation on the accident that happened at the construction site last weekend.

The victim was identified as Jhon Erick Marcoso, a steel man from a subcontractor engaged to the operations of Momentum Construction.

The DOLE said the incident “showed existence of the grave and imminent danger to the health and safety of the workers” with the company’s multiple occupational safety and health violations.

Among the violations noted in the investigation included the non-registration of the establishment under Rule 1020, lack of OSH program, inadequate number of safety officers, lack of eight-hour mandatory OSH orientation to all workers, lack of occupational health physicians, and inadequate safety signages.

Also, non-provision of safety measures when operating machines and lack of defined procedure in performing hazardous workers were noted in the stoppage order.

The DOLE investigating team also found out that the company’s subcontractors are not registered with the Philippine Contractors Accreditation Board, as well as failed to submit all OSH reports on Safety and Health Organization and Annual Medical Reports of all of its workers.
