CAAP turns over land parcels to beneficiaries

The government is set to convert parcels of land owned by the Civil Aviation Authority of the Philippines in Zamboanga City as a socialized housing site.

The CAAP announced this on Thursday, days after it signed an agreement and turned over to the National Housing Authority the 5.6 hectares of land in Barangay San Jose, Gusu.

The site is part of the land where the Zamboanga International Airport is situated, the CAAP stated.

Based on a proclamation in 2004 during the administration of then President and outgoing House Speaker Gloria Macapagal Arroyo, certain parcels of public-owned land were declared to become a socialized housing site for bonafide occupants that are placed under the administration of the NHA.

CAAP chief information officer and spokesperson Eric Apolonio said Mrs. Arroyo witnessed the signing of the agreement held at at the House of Representatives in Batasan Hills, Quezon City on June 4.

Apolonio said the event was also attended by CAAP Deputy Director General for Administration Ricardo Banayat, and representatives from the Regulatory Standards Development Division, Presidential Management Staff and Armor Village Homeowners Association. 

Presidential Proclamation 531 declared certain parcels of land of the public domain located in San Jose Gusu, Zamboanga City as socialized housing site. 

Meanwhile, the Presidential Management Staff, National Housing Authority, Civil Aviation Authority of the Philippines, and Armor Village Homeowner’s Association have signed a memorandum of agreement, which provides for the turnover of the Armor Village Housing in Barangay San Jose, Gusu, Zamboanga City to its actual bonafide residents, as provided for by Presidential Proclamation 531.

Presidential Proclamation 531 declared certain parcels of land of the public domain located in San Jose Gusu, Zamboanga City as socialized housing site. It provides for their disposition to their actual bonafide occupants, and placing them under the administration of the NHA, in accordance with the provisions of Republic Act No. 7279, and Executive Order 131, Series of 2002.

In her brief remarks during the MOA signing ceremony held at the Social Hall Tuesday,  Arroyo said she started the policy of issuing presidential proclamations for the benefit of the urban poor whose only wish is to have a lot of their own.

“And it is wonderful to note that until now, under the leadership of President Duterte, he continues to implement it with full ownership now in the horizon,” Arroyo said.

PMS Assistant Secretary Joseph Encabo, in his message, expressed the appreciation of the PMS to Arroyo for giving full support to President Rodrigo Duterte and Senator-elect Christopher Go for the completion of the Armor Village Socialized Housing Project which she started during her presidency.

Through EO 131 series 2002, then President Arroyo mandated the Housing and Urban Development Coordinating Council (HUDCC) to conduct an inventory of all idle government lands and recommend to her which of these lands are suitable for housing purposes.
