MMDA extends permit to DPWH for road reblocking

The Metro Manila Development Authority has allowed the Department of Public Works and Highways to continue its weekend road reblocking operations despite a policy prohibiting road works and diggings in the metropolis during the holiday season.

Under the policy, there will be no road works and diggings in Metro Manila from Nov. 5, 2018 to Jan. 14, 2019 to provide relief to commuters and motorists during the Christmas season when traffic is expected to be heavy.

But the MMDA public information office personnel said officials of the DPWH National Capital Region has requested to give them an exemption from the ban to resume their roadworks beginning Friday (Nov. 23) evening until dawn of Monday (Nov. 26).

Among the major roads to be affected by the DPWH-NCR road reblocking project this weekend are: Fourth and fifth southbound lanes of Circumferential Road – 5 (C-5 Road) beside SM Aura in Taguig City; Southbound lane of C-5 Road before the approach of Pasig Boulevard C-5 flyover; second southbound lane of Epifanio de los Santos Avenue-Scout Albano near Shell Gasoline Station and Scout Borromeo near GMA-7 network office; first northbound lane of EDSA fronting Northstar Motor Corp., fourth northbound lane of Batasan Road near CSC Central Office, and the northbound truck lane of Mindanao Avenue tunnel to Old Sauyo footbridge

Restoration and concreting works will also be conducted along the southbound lane of Quirino Highway from Mindanao Avenue corner Villa Sabina; 1st northbound lane of MIndanao Avenue from Lukara Street to Socorro Street, and 1st northbound lane of Road 10 Visayas Ave.-Road 1 intersection.

Meanwhile, the MMDA also permitted the Manila Water Co. Inc. to undertake restoration activity from 10 p.m. Friday to 5 a.m. Saturday along the southbound lane of C-5 Road in the areas fronting the establishments of Mossaico, Solace Spa, Wilcon Depot and Hyundai Service Center.

The MMDA assured the public that the road works will be completed by Monday morning this week.

MMDA general Jose Arturo Garcia Jr., said the agency has imposed the three-month moratorium on road works to somehow reduce anticipated traffic congestion, particularly along EDSA during the holidays.

The measure covered any diggings in the road right-of-way, including passage ways and sidewalks, within the cities or municipalities of Metro Manila for the installation, repair, or improvement of water pipes, telephone or telegraph wires or cable conduits, sewers and drainage systems, communication and power line improvements being undertaken by any government agency, public and private contractors.

The MMDA expects a 20 percent increase in traffic volume this Christmas season because of the influx of people and vehicles from Cavite, Laguna, Bulacan, and Central Luzon.
