8 aspirants for SC post face wringer

The Judicial and Bar Council has scheduled for public interview the eight of 13 nominees for the position of Supreme Court associate justice on Sept. 26, 2018.

The SC seat was left vacant by the appointment of Associate Justice Samuel Martires as successor of Ombudsman Conchita Carpio-Morales whose term ended on July 26, 2018.

In its advisory, the seven-member council announced that the public interview will be conducted at the SC Main Building’s Division Hearing Room.

“The public may submit a sworn complaint, report or opposition against any of the candidates (a) by personal delivery or by mail to the JBC Second Floor, Centennial Building, SC, Padre Faura Street, Manila City; (b) by facsimile at telephone no. 02-552-96-07; or (c) by electronic mail to jbc@sc.judiciary.gov.ph and jbc87supremecourt@gmail.com not later than 4:30 pm of 24 September 2018 [Monday],” the JBC advisory said.

During its scheduled morning session on Sept. 26, the JBC members will grill four nominees, namely: Court Administrator Jose Midas Marquez, and Court of Appeals Associate Justices Apolinario Bruselas Jr., Rosemari Carandang, and Stephen Cruz.

In the afternoon, subject of interview are CA Associate Justices Edgardo delos Santos, Japar Dimaampao, Ramon Paul Hernando, and Mario Lopez.

The five other candidates—CA Associate Justices Oscar Badelles, Manuel Barrios, Ramon Garcia, Amy Lazaro-Javier and Davao Regional Trial Court Judge Virginia Tejano-Ang—would no longer undergo public interviews since they were already subjected to the same process.

Meanwhile, the JBC also said it is accepting applications and documentary requirements until Oct. 1 for those who want to become Associate Justice for the  post vacated by Chief Justice Teresita Leonardo-de Castro.

Martires and De Castro’s replacement would be President Rodrigo Duterte’s sixth and seventh appointee to the high court, the others being Martires, Noel Tijam, Andres Reyes Jr., Alexander Gesmundo and Jose Reyes Jr.

The JBC concurrently chaired by Chief Justice Teresita Leonardo-de Castro is a constitutionally-created body that recommends appointees for vacancies that may arise in the composition of the Supreme Court, other lower courts, and the Legal Education Board, and in the offices of the Ombudsman, Deputy Ombudsman and the Special Prosecutor.
