Department of Transportation (DOTr) Undersecretary Cesar Chavez has resigned.

He tendered his irrevocable resignation to President Rodrigo Duterte through DOTr Secretary Arthur Tugade.

The formal letter was dated November 23, 2017.

He said his resignation is effective immediately.

He explained, "I hope the President understands that in the light of recent events involving the MRT 3 System, simple sense of delicadeza which I have adhered to throughout my professional life gives me no choice but to resign from my position."

He also said he hopes his resignation creates the opportunity for government to hire a person who is better qualified to occupy the post.

Chavez ended by saying he is honored and privileged to have been given his position.

He added, "I hope that problems plaguing the MRT-3 System be resolved properly and with dispatch."

In a press briefing, Chavez said the past administration cannot always be blamed for the MRT mess.

"Hindi pwedeng lagi tayong naninisi sa nakaraan dahil responsibilidad na natin ito (we cannot always blame the past because this is now our responsibility)," he stressed.
