A LOW-PRESSURE over extreme Northern Luzon developed into a tropical depression named “Isang” on Sunday, prompting the weather bureau to raise Storm Signal No.1 over the Batanes and Babuyan Group of Islands.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration said Isang was estimated 714 kilometers east of Basco, Batanes, on Sunday and packing maximum sustained winds of up to 55 kilometers per hour near the center and gustiness of up to 65 kph.

The storm was moving west-northwest at 19 kph.

Moderate to occasionally heavy rain is expected within the 300-kilometer diameter of the tropical depression, and that may trigger flash floods and landslides over extreme Northern Luzon.

‘‘Isang’’ is projected to be closest to the Batanes Group of Islands Monday or Tuesday, and is expected to leave the Philippine Area of Responsibility on Wednesday.
