THE government expects to collect P10 billion in additional revenue from the small town lottery when it implements next month the expansion and new collection scheme for the STL of the Philippine Charity Sweepstakes Office, an official said Tuesday.

Justice Secretary Vitaliano Aguirre II said the new policy imposing higher remittances on accredited STL operators would be implemented starting Feb. 1.

He said the government will increase the presumptive monthly retail receipts or quotas of collections imposed on the STL operators, which were set to only 10 to 15 percent of the total revenues during the previous administration.

Aguirre, a member of the special task force created by President Duterte to look into STL operations in the country, said the measure was expected to boost government revenues from the popular numbers game.

“When PMRR was imposed last year, the government was able to collect P4.7 billion. This year we are projecting that figure to more than double. That’s why it’s a big revenue,” Aguirre said.

“The President intends to use this revenue for his social fund to support health services.”

He said the bulk of the billions of pesos in revenue from STL operations under the previous administrations went to the “operators, politicians, law enforcers and graft and corruption.”

Under the new scheme, accredited STL operators would be given minimum target collections per month to be remitted to the PCSO.

Aguirre said the 18 existing operators and at least 56 additional operators to be accredited by the PCSO would also be required to post a bond equivalent to the monthly quota for their respective areas.

He said if the STL operator in Laguna was expected to earn P20 million to P30 million in revenues daily, it would be given a PMRR of P10 million daily or an estimated monthly quota of P300 million, which would also be the amount of the bond the operator would need to post with the PCSO.

“If the operator only remitted P250 million for the month, the remaining P50 million will be deducted from the bond,” Aguirre said.

He said the operators would likewise be required to pay to the PCSO a non-refundable fee of P15 million and an application fee of P50,000.

He said the PMRR would depend on the public’s patronage of the the STL in the provinces, adding the numbers game was most popular in Bulacan, Laguna and Quezon.   

The STL was introduced by then President Gloria Macapagal-Arroyo in 2006 as an alternative to the illegal numbers game jueteng.
