The Senate Committee on Public Order is conducting an inquiry into the death of Albuera, Leyte Mayor Rolando Espinosa while in detention in Baybay City Sub-Provincial Jail on Nov. 5, 2016.

Chief Inspector Leo Laraga, who headed the PNP Criminal Investigation and Detection Group (CIDG) that entered the Mayor’s cell, said they were serving a search warrant in connection with their operations against the so-called 'Espinosa drug syndicate' when the shootout happened.

He identified those allegedly involved in the drug ring.

He claimed, “yung sa Baybay City is involved. Yung vice mayor ng Baybay City, allegedly yung governor ng Leyte, the mayor of Ormoc City and the congressman of the third district of Leyte.”

Laraga added, “nabanggit na rin ito ni late mayor regarding sa mga pulitikong involved.”
