Salceda: House’s high ratings show public confidence

Filipinos apparently monitor developments in Congress as indicated by the results of the latest Social Weather Station survey, which gave the House of Representatives, under Speaker Alan Peter Cayetano and Majority Leader Martin Romualdez, an impressive plus-49 percent net approval rating.

Albay Rep. Joey Sarte Salceda, who chairs the chamber’s Committee on Ways and Means, said the rating “demonstrates that the public appreciates what the leadership and collective membership of the House and the focused work of its committees have achieved in less than three months.” 

The SWS survey results show that 64 percent of Filipinos approved of Cayetano’s performance, while 14 percent did not, for a net +49 percent approval rating.

The figure, the highest in recent history, validated earlier similar findings by a Pulse Asia survey, which covered the third quarter performance of the House—its first three months under its new leadership.

“Our hard works did not go unnoticed; they ultimately paid off,” he noted.

The impressive House performance, Salceda said, includes the approval of the 2020 General Appropriations Act or national budget in just one month from its receipt, and the approval of various revenue reform measures such as the Alcohol and Vape tax, the Corporate Income Tax and Incentives Rationalization Act, the Passive Income and Financial Intermediary Tax Act, and the Retail Trade Liberalization Act, among others.

The lawmaker shared that the House now earnestly works on a number of new initiatives that are supportive of the national agenda.

These measures include the creation of the Department of Disaster Resilience, the Department of Overseas Filipino Workers, and the Department of Water Resources as mandated by President Rodrigo Duterte during his recent State of the Nation Address.

Likewise getting earnest House attention and push are the proposed tax measures on Mining, Philippine Offshore Gaming Operation and the Motor Vehicle Road Users’ Tax, which Salceda said are non-SONA-mandated but are considered vital components of the national program agenda.

He said the high ratings of Speaker Cayetano and the House leadership simply indicate they have effectively communicated their nation-building mandate and mission to their constituencies, both local and national.

Salceda assured that the House, through its committees and leaders, are committed to step up to the new era of the House of Representatives, which he said now also stands for “House for Reforms.”

“Trusted by my colleagues to chair the Ways and Means Committee, I am also privileged to be at the driver’s seat of this rocket ship of reforms for the people,” he added.
