Globaltech not allowed in Nueva Vizcaya, says Gov. Padilla

Solano, Nueva Vizcaya—Gov. Carlos Padilla has barred a company previously licensed to run a small-town lottery operation by the Philippine Charity Sweepstakes Office from operating in the province.

Padilla said the company Globaltech “should not operate in Nueva Vizcaya because the status quo ante order by the Court of Appeals is only applicable to the 15 areas it is licensed to operate in, and not a single province in Region 2 is included.”

The governor said they had two bases for this decision, one being “the documents given to me by the PCSO and the Court of Appeals decision that is the status quo ante order that upholds the RTC 161 Pasig Branch decision that make Globaltech and PCSO go to arbitration, but the province of Nueva Vizcaya is not included.

The other fact, Padilla said, is that the DOA [Deed of Authority] of Globaltech from the PCSO “had already expired.”

PCSO has accused Globaltech of running an illegal STL operation that is virtually the outlawed numbers game ‘jueteng’ even as officials of the state lottery firm suspect that regional police are coddling the illicit operators.

The governor had asked the police in Nueva Vizcaya to validate information if Globaltech still continued to operate despite Padilla’s previous order to stop the 

“Peryahan ng Bayan” game operations that PCSO says simulates “jueteng.”

Padilla also noted that contrary to what a high-ranking police official in the area said, the status quo ante order of the appellate court against Globaltech “is only applicable to 15 areas. Vizcaya not included. 

“I am basing my decision and orders on documents provided to me by PCSO and the Court of Appeals,” he said. 

“I verified these with PCSO, the PNP [Philippine National Police] is not exactly defying the order, they are complying except due to the following, first, they cannot operate without of the presence of PCSO. In Vizcaya, they are still waiting from their Central office for their authority.”

The Sangguniang Bayan of Dupax del Norte recently invited Atty. John Severino Bagasao, Globaltech’s operations lawyer, for a hearing, but Bagasao never showed up to accept the local legislators’ invitation.

The town councilors’ move stemmed from the PNP Police Regional Office 2 orders to temporarily stop the collectors and “cabos” (bankers) from collecting and consolidating bets in Dupax.
