DTI: Contractor licenses up 10% in Central Luzon

San Fernando, Pampanga—The Department of Trade and Industry in Central Luzon has processed 741 contractor licenses in support of the government’s “Build Build Build” infrastructure program that has P909.7 billion earmarked for the current fiscal year.

The infrastructure projects are expected to create one million jobs across the country as the Duterte administration seeks to build more roads, bridges, airports, ports, wharfs and irrigation projects nationwide.

Judith Angeles, DTI Central Luzon regional director, said the processed contractors’ licenses for 2019 are “very significant” in that in 2017 only 674 were made, or a nearly 10 percent increase in filings.

The licenses were processed by the Construction Industry Authority of the Philippines, a window bureau of DTI in the region, Angeles said.

Commonly known as the Philippines Construction Accreditation Board, licenses issued were 475 in Pampanga; Nueva Ecija, 186; Bataan, 63; Tarlac, 19; Bulacan, 12; and Zambales, 6 licenses.

Aside from applications for new licenses or renewals, Angeles said the CIAP also processes amendment, category upgrade, and Application for Certification of Contractor for government projects.

The Philippine Statistic Authority said Central Luzon had the fourth-largest Gross Value Added in construction in the whole country, growing significantly from P91.7 billion in 2015 to P121 billion in 2017.

Under Republic Act 4561 or the Contractor License Law, as amended by Presidential Decree No. 1746, no contractor shall engage in the business of contracting without first having a license from the PCAB.

The licenses also aim to protect the projects and the public against poorly constructed infrastructure for national interest.
