City council ratifies MOA with QMC tenants

The Quezon City Council has ratified the agreement entered by Mayor Herbert Bautista and the tenants of the Quezon Memorial Circle.

The Quezon City government administers the Quezon Memorial Circle along Elliptical Road. The city government has allocated portions of the QMC for restaurants, food stalls and plant stalls.

The authority given to the mayor to enter into an agreement is pursuant to Section 455 (b) (vi) of the Local Government Code, which says the mayor shall represent the city government in all its transactions and sign in its behalf contracts and agreements upon authority of the Sangguniang Panglungsod.

The QMC at present has five restaurants, 19 kiosks, 13 food stalls, 39 plant stalls, 21 stalls from Agri-Aqua Network International, and seven others including the T.E.C. bike rental, Pedal n Paddle Inc., and the Philippine Mango Seedling.

Meanwhile, Quezon City marked the end of a 16-day campaign against gender-based violence with a flash mob at the city hall compound Sunday night.  The event coincided with International Human Rights Day. 

Quezon City under Bautista has become the only city in the Philippines that has enacted an ordinance against street harassment. The ordinance penalizes sexual harassment on women in public spaces.

“Quezon City leads the way in terms of policy making in protecting women against sexual harassment in public spaces and Mayor Bautista is proud of that achievement,” City Administrator Aldrin Cuna said. 

According to Cuna, Quezon City is the only city among the 23 partner cities of the UN Women Safe Cities Programme that has acted on sexual harassment in public spaces.

“What we are trying to deter here is the occurrence of public space sexual harassment. Sexual harassment can occur in so many environments pero wala pang penalties for public space sexual harassment. We are the only city in the entire world among the 23 other cities that are part of the UN program that was able to legislate and impose penalties,” said Cuna.

Aside from the enactment of the ordinance, Quezon City has been implementing its lighting project by installing more street lights in dark alleys and streets.
