19 Asian companies offers to supply rice

The National Food Authority said 19 companies from Vietnam, Thailand, Singapore and Myanmar have signified interest to supply 250,000 metric tons of rice to the Philippines.

The government is bidding out the volume through an open tender today at the Salvador H. Escudero Hall of the National Meat Inspection Service in Quezon City.

The Philippines is requiring 25 percent broken, well-milled, long grain white rice.

The NFA said 10 companies from Vietnam expressed interest to supply the volume, six from Thailand, two from Singapore and one from Myanmar. 

Vietnamese bidders include the Vietnam Southern Food Corp. II, Gentraco, Gia International Corp., Vietnam Northern Food Corp. (Vinafood I), Phan Min Investment Production Trading Services Co. Ltd., Hiep Loi Food Jsc, Thuan Minh Import Export Corporation, Wilman Trading, Thao Minh Chau Production Trading Co. Ltd. and Tan Long Group Joint Stock Company.

NFA said interest bidders from Thailand were Ponglarp Co. Limited, Thai Hua Co. Limited, Capital Cereals Co. Ltd., Asia Golden Rice Co. Ltd., Thai Granlux International Inc. and Thai Capital Crops Company Limited. 

The Singaporean companies included Olam International Limited and Louis Dreyfus Company, while the lone supplier from Myanmar was Swhe Wah Yaung Agriculture Production Co. Ltd.

The NFA earlier said the total volume of 250,000 MT was divided into eight lots: six lots of 25,000 MT each and two lots of 50,000 MT each. A bidder can bid for a maximum of 50,000 MT only.

“The volume was divided into lots to allow more private sector participation and to give a chance to small bidders to participate,” said NFA Deputy Administrator Tomas Escarez, chairman of the special bids and awards committee.

The NFA set the reference price for the importation at $451.08 per metric ton based on the foreign exchange rate of US$1.00 to P50. 

It said the bids must be priced in US dollars per metric ton based on cost insurance and freight. It added the opening of the bids and award of contract to a bidder must be based on the lowest calculated responsive bid price on a per lot basis.

All deliveries will be paid by NFA within 15 days from the receipt of the complete set of original documents from the supplier.

The NFA said rice deliveries should be staggered from August to September, with 120,000 MT expected to arrive in August and 130,000 MT in September. 

Discharge ports are Poro Pt., La Union for 20,000 MT; Batangas,30,000 MT; Tabaco, 25,000 MT; Cebu City, 25,000 MT; Cagayan de Oro, 25,000 MT; Davao City, 15,000 MT; Gen. Santos, 10,000 MT; and Manila, 100,000 MT.

The NFA said those who would win the bids would be subjected to post-qualification evaluation on July 27 to 28.
