PH bans Russian poultry products

The Department of Agriculture has temporarily banned the entry of poultry and wild bird products from Russia following the outbreak of H5N8 Highly Pathogenic Avian Influenza.

The Philippines in a memorandum order signed by Agriculture Secretary Emmanuel  Piñol will temporarily refuse the importation of domestic and wild bird products—including poultry meat, day old chicks, eggs and semens—from Moscow Oblast, Rostov Oblast and Republic of Tatarstan, Russia.

Based on the official reports submitted by Russia’s Vice Minister of Agriculture Evgeny Nepoklonov to the World Organization for Animal Health (OIE), 15 outbreaks of H5N8 Highly Pathogenic Avian Influenza virus were noted in the three federal subjects affecting birds from February 28,2017 to May 3, 2017, as confirmed by the All-Russian Research Institute for Animal Health.

“There is a need to prevent the entry of HPAI virus to protect the health of the local poultry population,” said Pinol.

The order calls for the immediate suspension of the processing, evaluation of the application and issuance of sanitary and phytosanitary import clearance of the commodities.

Piñol also instructed the DA veterinary quarantine officers and inspectors to closely monitor all major ports, and stop and confiscate all shipments of the products.

Frozen poultry meat with slaughter or process date of 21 days prior to the HPAI outbreaks are still allowed to enter the country subject to the veterinary quarantine rules and regulations.

Piñol said the importation of meat products of poultry was subject to the conditions of OIE Terrestrial Animal Health Code of 2016.

Meanwhile, the DA  lifted the temporary import ban on the importation of domestic and wild birds from Netherlands and Girona in Spain.
