BARMM to take control of offices in Cotabato LGUs

Cotabato City”•The Department of the Interior and Local Government will work on the smooth transfer of the supervision of its local offices in the newly created Bangsamoro Autonomous Region in Muslim Mindanao.

Minister Naguib Sinarimbo of the BARMM’s Ministry of the Interior and Local Government said this developed following a meeting hosted by Interior Secretary Eduardo Año on Tuesday for Bangsamoro Transition Authority Chief Minister Hadji Murad Ebrahim and his BARMM team.

Año has instructed his DILG team to “make arrangement for this [transfer] in compliance with the provisions of the Bangsamoro Organic Law” or Republic Act 11054, said Sinarimbo, who attended the meeting along with three other top BARMM officials.

Sinarimbo, a lawyer, said the transfer of administrative and operational supervision over DILG offices will include Barangay and City Local Government Offices in the case of the 63 villages in Cotabato Province and Cotabato City, in which the BOL ratification last January was voted affirmatively and, thus, have become new territories of BARMM.

“Working collaboration with the provincial government of North Cotabato, as well as other local government units affected, including Cotabato City, and Pikit town will be very necessary,” Sinarimbo said.

Meanwhile, the BARMM would now have direct working collaboration with the DILG on the implementation of institutional programs like the awarding of Seal of Good Local Governance, which previously made Muslim provinces and towns a mere clustered part of administrative Regions 12, 9 and 10, Sinarimbo said.

Sinarimbo also said that a set of National Police Commission’s guidelines was also being drawn up on orders of Año on having to open police recruitment for members of the Moro Islamic Liberation Front and the Moro National Liberation Front. 

Under the BOL, certain requirements such as height may be waived for members of MILF who may wish to join the national police force, provided that other requisites are met, like education as well as physical and mental preparedness to undergo training.

As provided also under the BOL, the MILF will decommission as part of a normalization process, under which the MILF will evolve into a civil organization.
