Changing of the guard

Outgoing National Commission on Indigenous Peoples chairman Leonor Oralde-Quintayo (left) personally hands over a symbolic key to retired Col. Allen Capuyan during a simple turnover ceremony at the NCIP office in Quezon City on Friday. Capuyan, a Manobo from Mindanao, has vowed to attend to IP concerns on ancestral domain, right to self-governance, and cultural integrity, among others.
